This list is the most telling of all about the work OKGrassroots folks have before us. We must replace enough senators to change the leadership to even get a fair shake at having our bills heard! Read it and weep. Then pray. Then get ready to walk your precinct for good representation!

SB114 Bullard -Specifies that a bona fide resident as it relates to aliens owning land in the state must be a lawful permanent resident of the United States. NO judiciary com vote, chair Brent Howard

SB116 Bullard – Provides that no more than 5% of an initiative petition’s signatures shall be from the voters of 1 county. NO judiciary com vote, chair Brent Howard

SB119 Green – Creates an investment rebate program for investments on property for the purpose of refining, manufacturing, and processing compounds or elements into hydrogen-based products.  Pass economic development com, NO vote appropriations com, chair Chuck Hall

SB210 Woods – Prohibits any childcare facility RECEIVING SUBSIDIES from DHS from having any materials on its premises that contain any content related to sexual orientation or gender identity. Any facility found to have violated the provisions of this measure shall be ineligible for the child care subsidy program and any other funding through the Department until such facility is determined to be in compliance by the Department. NO HHS com vote, chair Paul Rosino

SB211 Woods – Prohibits ANY licensed child care facility from having any materials on its premises containing content related to sexual orientation or gender identity. Any facility found to have violated this prohibition shall be subject to corrective and administrative action. NO HHS com vote, chair Paul Rosino

SB268 Jett – Biosludge. Prohibits application, selling or distributing biosludge and develop a plan to protect agricultural producers who are impacted by PFAS contamination from biosludge (remediation). NO energy com vote, chair Grant Green

SB288 Jett – A credit equal to the down payment and closing costs with the purchase of a residence (not to exceed $4,000) for Okla. Army Nat’l Guard or Air Nat’l Guard members. NO vote revenue/tax com, chair Dave Rader 

SB311 Deevers – Lowers the gross production tax rate on oil and natural from 7% to 5%.  NO vote Rev/Tax com, chair Dave Rader

SB420 Jett – The ballots for retention of Justices of the Supreme Court and Judges of the Court of Criminal Appeals, and the ballots for Judges of the Court of Appeals, district judges and associate district judges shall include party designation and shall include the name of the appointing Governor and the date of appointment. NO judiciary com vote, chair Brent Howard

SB421 Bergstrom – Parents’ Bill of Rights. All parental rights are reserved to a parent of a minor child without obstruction or interference from this state, any political subdivision of this state, any other governmental entity. Includes education, school records, medical records and treatments, video or voice recordings, DNA, biometric scans. NO HHS com vote, chair Paul Rosino

SB425 Sacchieri – Any person 60 years of age or older or any totally disabled person, who is the head of a household, a resident of and domiciled in this state during the entire preceding calendar year, and whose gross household income for such year does not exceed $40,000.00 may file a claim for property tax relief on the amount of property taxes paid on the household occupied by such person during the preceding calendar year and allowed to file only one claim per year. NO revenue/tax com vote, chair Dave Rader

SB430 Sacchieri – NEW LAW STOPPING CHEM TRAILS! The intentional injection, release, or dispersion, by any means, of chemicals, chemical compounds, substances, or apparatus within the borders of this state into the atmosphere with express purpose of affecting temperature, weather, or the intensity of sunlight is prohibited. AND REPEALS FROM OUR OKLAHOMA STATUTES THAT HAS BEEN ON THE BOOKS SINCE 1972:  REPEALER 82 O.S. 2021, Sections 1087.1 through 1087.20 and 1801.1, 1801.2, and 1801.4, are hereby repealed. NO energy com vote, chair Grant Green

SB478 Deevers – AMENDS the Feral Swine Control Act, any person with permission of the owner may remove feral swine from private or public property day or night. Pass ag com, NO senate floor vote.

SB489 Jett – “Sanctuary policy” includes, but is not limited to, any ordinance or policy that: 1. Restricts or imposes conditions on compliance with a detainer or other request from United States Immigration and Customs Enforcement to maintain custody of an undocumented alien or to transfer custody of an undocumented alien to the United States Immigration and Customs Enforcement; 2. Requires United States Immigration and Customs Enforcement to obtain a warrant or court order before compliance with a detainer or other request; 3. Prevents a law enforcement officer from inquiries to a person about his or her immigration status when specific and articulable facts support probable cause that the person is an undocumented alien; or 4. Knowingly provides special benefits, privileges, or support to an undocumented alien.

Violators shall be ineligible to receive any state appropriation or funding through a grant administered by any state agency or department until such ordinance or policy is repealed or no longer in effect.  An elected or appointed official who willfully violates the provisions of this section shall be subject to removal for official misconduct. SB492 Jett – REPEALER OF MULTIPLE ASSET FORFEITURE STATUTES.  Repealing 63 O.S. 2021, Section 2-503, which relates to property subject to forfeiture; repealing 63 O.S. 2021, Section 2-503A, which relates to drug manufacture vehicle; repealing 63 O.S. 2021, Section 2-504, which relates to seizure of property; repealing 63 O.S. 2021, Section 2-505, which relates to summary forfeiture of certain substances; repealing 63 O.S. 2021, Section 2-506, which relates to notice of seizure and forfeiture proceeding; repealing 63 O.S. 2021, Section 2-507, which relates to itemization and submission for destruction; repealing 63 O.S. 2021, Section 2-508, which relates to disposition of seized property. SB499 Bergstrom – A government entity shall not restrict access to a religious facility or gathering if such facility or gathering is not engaged in illegal activities. NO judiciary com vote, chair Brent Howard

SB571 Deevers -It shall be unlawful for any agent or entity to engage in activities that violate the constitutional rights of Oklahoma residents while operating within the state including freedom of speech and religion, seizure of firearms, search and seizure actions without probable cause or due process, coercion or retaliation against individuals for protected expressions or lawful decisions,and prosecution, intimidation, or retaliation against whistleblowers who expose illegal or unconstitutional actions. Any entity or federal agent  found guilty of engaging in unconstitutional actions within Oklahoma shall be ordered to leave the state immediately and shall be prohibited from returning to the state for a minimum of 1 year, shall be subject to civil liability for damages and shall be fined $35,000.00 per day of violation. SB579 Bergstrom – No investments, commercial paper, bonds, notes, shall be made that are associated with any entity owned or controlled by the government of China. NO revenue/tax com vote, chair Dave Rader

SB596 Jett – Relating to asset forfeiture transparency. Any law enforcement agency seizing property pursuant to this section shall electronically submit an annual report by February 1 of each year identifying the property seized and it’s disposition to the Governor, the President Pro Tempore of the Senate, the Speaker of the House of Representatives, and the Office of the State Auditor and Inspector. SB611 Jett – Creating the Citizen’s Bill of Rights. Restricting certain entities from taking certain actions relating to currency; guaranteeing certain rights for the use of gold and silver; restricting certain entities from taking certain actions relating to digital identification; prohibiting certain entities from implementing a social credit score; prohibiting certain entities from taking certain actions relating to medical procedures; prohibiting certain entities from taking certain actions relating to energy; prohibiting certain entities from taking certain actions relating to personal agriculture; prohibiting certain entities from taking certain actions relating to water collection; presenting legislative findings regarding artificial intelligence; prohibiting certain entities from taking certain actions regarding artificial intelligence; requiring publication of certain report regarding artificial intelligence; outlining procedures and punishments for violations. SB616 Bergstrom – Administrative Procedures Act; prohibiting state agencies from complying with federal regulations without legislative approval. NO rules com vote, chair Adam Pugh

SB660 Bergstrom – Creating the Oklahoma Foreign Agents Registration Act; prescribing requirements to register as a foreign agent. Pass retirement com, NO senate floor vote, responsible Lonnie Paxton and Julie Daniels

SB673 Deevers – Asset forfeiture; requiring forfeiture proceedings FOLLOW related criminal convictions.  NO judiciary com vote, chair Brent Howard

SB727 Weaver – Foreign ownership of land; prohibiting foreign adversary company ownership of land in this state. NO judiciary com vote, chair Brent Howard

SB759 Prieto – Parents’ Bill of Rights. Modifying right to access and review certain medical records; expanding right to consent to include making of certain photograph; modifying certain exception regarding withholding of information from a child’s parent; requiring written consent to provide sex education instruction to a child; requiring written consent to provide instruction or presentations regarding sexuality or gender identity; requiring notification and written consent prior to a child participating in any clubs or activities; providing for right to review certain books and materials; requiring boards of education to make available for public inspection certain information. NO vote ed com, chair Adam Pugh

SB762 Bergstrom – No rule, regulation, fee, tax, policy, or mandate of any kind of the World Health Organization, United Nations, or the World Economic Forum shall be enforced or implemented by the state or its political subdivisions.  The state and its political subdivisions shall resist all efforts by the World Health Organization, the United Nations, the World Economic Forum, and other international governmental and nongovernmental organizations to exercise jurisdiction within this state and shall not cooperate with efforts by United States federal authorities to implement rules, regulations, and mandates originating from such international governmental and nongovernmental organizations that infringe on the sovereignty of this state and the individual freedoms of the state’s citizens or residents. SB791 Jett – A bank, credit union, or financial institution in this state shall not provide details regarding the financial accounts or financial transactions of an individual, business, or trust in this state to any federal agent or agency making such request for information. NO business com vote, chair Bill Coleman

SB802 Jett – No person or entity in this state shall manufacture, sell, or deliver, hold, or offer for sale any food that contains a vaccine or vaccine material. NO HHS com vote, chair Paul Rosino

SB803 Jett – Expands the Parents’ Bill of Rights to include the right to be informed of any investigation or allegations regarding their parental rights or the welfare of their child, the right a fair and unbiased process for reunification with their child, the right to appeal decisions removing their child, the right to access evidence used to make decisions affecting their parental rights, and the right to a fair investigation. The measure subjects state agency employees involved in the willful violation of such rights to monetary penalties, civil liability, removal from office, and mandatory training. The measure subjects judges who violate the rights of parents by failing to follow due process or by making rulings without sufficient evidence to disciplinary action by the Council on Judicial complaints. (This was an exceptionally good and greatly needed bill). NO judiciary com vote, chair Brent Howard 

SB822 Jett – No universal basic income shall be provided by this state or any political subdivision of this state. NO HHS com vote, chair Paul Rosino

SB823 Jett – If a manufactured home is located on land not owned by the owner of the manufactured home, and it is the actual residence of the owner and otherwise meets the requirements for a homestead, the person owning and residing in such manufactured home may apply for homestead exemption. NO revenue/tax com vote, chair Dave Rader

SB862 Wingard – All government personnel, elected and employed, and all government agencies are prohibited from enacting or imposing any actions subverting the constitutional rights of the residents of this state, even during times of emergency or disaster. Penalties for violations. Passed public safety com, NO senate floor vote, responsible:  Lonnie Paxton and Julie Daniels

SB868 Frix – The “Prohibition on Sanctuary Policies for Illegal Immigration Act”. Prohibits any state entity or political subdivision from adopting a sanctuary policy. Directs law enforcement agencies to support federal immigration law. Pass judiciary com, NO senate floor vote, responsible:  Lonnie Paxton and Julie Daniels.

SB872 Standridge – Any county sheriff is authorized to work in conjunction with the United States Immigration and Customs Enforcement and the United States Customs and Border Protection to detain undocumented immigrants. NO public safety com vote, chair Darrell Weaver.

SB975 Wingard – Turnpikes; requiring legislative approval for turnpike increases. NO vote in aeronautics com, chair Darcy Jech

SB982 Hamilton – No alien or any person who is not a citizen of the United States shall own or lease real property in this state either directly or indirectly through a business entity or trust and shall have 6 months to divest. NO judiciary com vote, chair Brent Howard

SB994 Hamilton – The power of eminent domain shall not be used for the siting or building of wind turbines energy facilities, solar energy facilities, battery storage facilities, hydrogen gas facilities, or carbon capture and sequestration projects on private property. NO judiciary com vote, chair Brent Howard

SB1002 Jett – Public funds shall not be directly or indirectly used, granted, paid, or distributed to any entity, organization, healthcare provider, or individual that provides or refers for gender transition procedures. NO vote in HHS com, chair Paul Rosino

SB1006 Bullard – No state agency shall grant or support any DEI inclusion positions, departments, activities, procedures, or programs to the extent that they grant preferential treatment based on the particular race, color, sex, ethnicity, or national origin of one person over another. Pass retirement com, NO senate floor vote, responsible:  Lonnie Paxton and Julie Daniels

SB1015 Jett – No state agency, board, or commission shall regulate or conduct investigations in any malicious manner which harasses, terrorizes, punitively regulates, intimidates, or perturbs private businesses, farms, taxpayers, or citizens for personal, economic, political, or ideological reasons. Pass retirement com, NO senate floor vote, responsible:  Lonnie Paxton and Julie Daniels

SB1116 Sacchieri – If a state question provides for an increase or extention to any tax levy, or authorizes this state, any political subdivision of this state, or any entity to levy a tax, the ballot shall include above the ballot title and below the number of the state question the following language: “THIS IS A TAX INCREASE.” NO judiciary com vote, chair Brent Howard

SB1123 Standridge – Requiring the withholding of municipal collections upon determination the municipality is obstructing enforcement of immigration law. NO judiciary com vote, chair Brent Howard

SJR3 Hamilton – For a ballot question:  Beginning January 1, 2026, on each homestead of an individual head of household who is 65 years of age or older or who receives Social Security retirement benefits shall be entitled to claim an exemption for the full amount of the fair cash value of the homestead and household personal property which is subject to ad valorem taxation. (YES GOOD RESOLUTION) NO rules com vote, chair Adam Pugh

SJR5 Bergstrom – For a ballot question: Increase the vote required to pass an initiative or referendum petition from a simple majority to a 60%. Also, it would increase the vote required to pass a constitutional amendment proposed by the Legislature from a simple majority to a 60%. (YES GOOD RESOLUTION) NO rules com vote, chair Adam Pugh

SJR9 Guthrie – For a ballot question: To establish a new process for appointing Supreme Court justices and judges of the Court of Criminal Appeals and Court of Civil Appeals to reflect on the process established by the United States Constitution. The Governor will nominate new appellate justices and judges, subject to confirmation by the Senate. Appellate justices and judges appointed or retained after November 5, 2025, will serve during good behavior. The measure would repeal Section 3 of Article 7-B which established the Judicial Nominating Commission. (YES GOOD RESOLUTION) NO rules com vote, chair Adam Pugh

SJR12 Deevers – For a ballot question:  Would eliminate all property taxes in this state and the taxing jurisdictions. (YES GOOD RESOLUTION) NO rules com vote, chair Adam Pugh

SJR15 Bullard – For a ballot question:  This measure repeals Section 50 of Article 5, Sections 6, 7, 8, 8A, 8B, 8C, 8D, 8E, 8F, 9, 9A, 9B, 9C, 9D, 10, 10A, 10B, 12a, 22, and 22A of Article 10, and Sections 1 and 2 of Article 12-A of the Oklahoma Constitution which would eliminate all property taxes in this state, effective January 1, 2030. This measure adds a new Section 20A of Article 10 to the Oklahoma Constitution which requires counties to develop a proposal to retain, establish, and modify the service districts and services provided funded by the property tax to be eliminated by this proposal. The section authorizes the levy of a consumption tax on the final sale of all goods and services sold in the county and sold to consumers in the county. The county assessors, county boards of equalization, and county excise boards of the counties of this state shall develop a proposal and recommendations to be presented to the boards of county commissioners. The board of county commissioners shall approve a proposal and call a special election for approval of the proposal and a levy of a onsumption tax by the registered voters of a county. The boards shall continue to call a special election until such time as the voters approve a proposal and levy of a consumption tax. A board of county commissioners may develop joint proposals with other counties. (YES A FAIR CONSUMPTION TAX AND NO PROPERTY TAXES!) NO rules com vote, chair Adam Pugh
