Some counties are still not operating according to our rules and trying to run things from top down instead of bottom up. Our rules are very clear on the topic. Executive committees are advisory in nature while the County committees are elected bodies of precinct chairs and vice chairs. County committees are the supreme authority for the counties.

Several counties are struggling with this matter and the grassroots are insisting that the rules be followed and that we grow the party from the bottom up. Oklahoma County is not the only county dealing with these matters, but here is their story from Vince Scofus who is a precinct chairman in OKC serving on the County Committee.

Oklahoma County GOP Chairman Airs Dirty Laundry
Oklahoma County GOP Chairman Ken Warner has embarrassed the Republican Party in Oklahoma County and Statewide by airing dirty laundry he himself created from lack of leadership, and his desperate attempt to keep all power to himself and a small circle of doting admirers who seek his favor.
His use of official County communications in attacking Vice Chairman Cathy Conner, while trying to make himself look authoritative, violates ethics and the right of the County Committee to properly control messaging. His attempted character assassination against Ms. Conner, who is simply trying to follow OKGOP Rules by leading us back to the premise that precinct officers have the authority to come together in the County Committee, make decisions, and direct our affairs, exposes his leadership flaws, not hers.
Our County Party has become inactive and ineffective in stemming the tide of the left in Central Oklahoma. Mr. Warner and his functionaries are doing nothing to grow the Party, promote positive activity, or campaign to help Republicans win in November. All Mr. Warner can do is try to destroy anyone he considers a threat to his power, i.e., his own Vice Chairman who tried to work with him for over a year since their election in March, 2023.
Rightfully, Ms. Conner has given up on Mr. Warner, and is now leading a movement to re-establish the County Committee as the Supreme Authority, rather than Mr. Warner’s hand-picked advisory Executive Committee.
Mr. Warner is taking a page from the playbook of State Chairman Dahm, who has decided that if he cannot control the State Committee he will simply avoid calling meetings. He has been leading by edict and fiat since he was outvoted at the State Committee meeting nearly one year ago. Mr. Warner, a committed devotee of Mr. Dahm, has been making every excuse possible for avoiding building up our County Committee and having productive meetings.
Ms. Conner is reluctant to defend herself publicly. She would rather be defined by her actions in support of allowing precinct officers their rightful authorities to affect the affairs of our County Party. I am defending her publicly.
