How can this be?  Here is the link to the document from which Dr. Harrell is reading.  Check page 17 – it’s all there in black and white.  What in the world are we expecting from Oklahoma students?  Heck, what are we expecting for Oklahoma jobs and society in general?  Not enough, certainly.
